Arbitrage


It is mandatory for all members from the age of O16 to get your referee certificate (CS card) and to whistle matches. The more referees there are, the less often everyone has to be assigned to whistle a match. This way we can spread the 'load'.


For the 1st teams and teams that play in the 1st class or higher, the referee committee assigns referees. For the 2nd teams that play lower than the 1st class, the referees come from the referee pool.


On Sunday the referee committee appoints referees for Ladies 1, for the other teams another senior team is scheduled for their match. The senior team that is appointed provides 2 referees. Men 1 will be provided with Federation Arbitration.


First try to arrange a replacement within your own team. If that doesn't work, ask for help from your coach or team manager (youth) or captain (seniors). Then also look outside your team for a suitable replacement.


Because each team must provide its own referees in the indoor competition, parents are strongly encouraged to get their card. The guideline is that at least 10 parents per youth team are in possession of a referee certificate. You can register via [email protected]. In order to be able to take the exam (and ultimately be allowed to whistle) you must first become a member of HCY, this is free of charge and can be done via this page.


Everyone is required to check the match schedule on the site and/or their email to see if they are listed as a referee. Everyone is responsible for registering their correct contact details (email address, telephone numbers) in My HCY (LISA). The excuse that you were not aware of a refereeing shift does not apply. If you do not show up to referee the designated match, you will be given a new and an extra refereeing shift (see sanction policy in the Refereeing Policy). Someone who arrives late for a match, causing the match to start late, may be assigned an extra refereeing shift.


If one or more members of a team repeatedly fail to show up, the referee committee may decide not to appoint referees for one or more matches. The team must then provide its own referees. This is to prevent team members from repeatedly refusing to replace each other.


At the start of each new field competition, the arbitration committee assigns all teams a level individually. If referees want to be eligible to whistle at a higher level, they must have whistled at least the number of field matches at the current level, after which they can request an assessment from the arbitration committee via [email protected].


Level 1: national referee (from level F,3);

Level 2: referee in training / 25 field matches of level 3 refereed; Level 3: 15 field matches of level 4 refereed;

Level 4: 6 level 5 field matches refereed;

Level 5: beginner, everyone who has passed the referee exam starts at level 5.


Without a CS card, no level will be awarded. In exceptional cases, the arbitration committee can award another (higher/lower) level.


Referee exams will take place in September, these are mandatory for all players from O16 teams and higher (who have not previously obtained a certificate). If a player from O16 (or higher) does not have a referee certificate, he is not eligible to play with the KNHB. Trimmers are exempt from this. Players who play in both a trim team and a veteran team are required to have a referee certificate.


After the hall (in March) there will be exams for C-players and parents who would like to get their card, these are not mandatory.
